How Coverfleet is modernizing trucking compliance

Rocky Ricardo didn’t set out to build a software company. But after years working across trucking operations, financing, insurance, and consulting, he kept running into the same problem: fleets struggling to stay compliant, and paying a steep price for it. That insight became the foundation for Coverfleet, a Miami-based startup developing compliance software for the trucking industry.

“Our mission is to provide tools for drivers that are easier and make them safer,” said Ricardo, the company’s founder and CEO. “If it doesn’t make it easier and safer, we just don’t build it.”

The problem Coverfleet is solving is a significant one. The Federal Motor Carrier Safety Administration (FMCSA), the governing body for commercial trucking in the U.S., requires fleets to maintain strict compliance across vehicle maintenance, driver qualifications, and safety documentation. Falling short means fines, steeper insurance costs and puts drivers at risk. Coverfleet helps fleets reduce insurance costs, improve CSA scores, and strengthen their overall safety culture.

Ricardo’s path to founding Coverfleet was shaped by a decade of firsthand experience across nearly every corner of the trucking world. At 24, he co-founded a distribution and logistics company in Medley, running trucks on routes serving clients like Publix, CVS, and regional supermarket chains. He handled everything from purchasing trucks to managing drivers, often putting in 12 to 14-hour days at the warehouse to earn their respect. From there, he moved into financing for trucking companies, then sales and marketing for a trucking-focused insurance agency in Boca Raton. That eventually led him into the world of fleet compliance, where he spotted an opportunity to do more.

“I found that a lot of fleets struggle with their compliance, and that’s actually one of the biggest drivers of insurance costs, aside from claims,” Ricardo said. “So I ended up going down that rabbit hole.”

For the past four years, Coverfleet has operated as a compliance and safety services firm, helping fleets improve their standing with insurers while acting as a hybrid between insurance agent and safety consultant. Now, the company is translating that hands-on expertise into software, building what Ricardo describes as an operating system for trucking companies, covering everything from truck maintenance records to driver qualification files.

The beta is already live, with a handful of mid-sized trucking companies testing the platform. Ricardo says the team is aiming to move into a broader pilot within the next couple of months, with additional companies on a waitlist. A fundraise is also on the horizon.

“We have very ambitious plans for the industry, and my plans are for the next decade,” Ricardo said. “What we’re building now is something that is going to be the standard in 10 years.”

For an industry facing a driver shortage, aging workforce, and tightening regulations, Coverfleet’s timing may be just right. And for Ricardo, it’s built on years of experience showing him exactly what trucking companies need to thrive.
